Does a B License Cover Concrete in San Marcos

Yes, a B general contractor can run a concrete job in San Marcos. The B needs C-8, other trades on the job, or a licensed C-8 sub, and the street end needs the city first.

The Short Version

  • B is the most common license in California
  • A B can hold C-8 or hire a C-8 for the pour
  • Curb end work follows the city ROW permit
  • Ask for the license number and the sub's name

What a B License Is

The CSLB calls Class B the General Building license. Its main job is building structures for shelter and enclosure, which takes at least two unrelated trades. The state says it is the most common license class in California, so you will meet it often when you get bids.

The Three Ways a B Can Run Concrete

  1. The job has two or more other unrelated trades. Think of a new room with a slab, plus electrical and plumbing. Framing and carpentry do not count toward the two.
  2. The B holds C-8. Then the B can pour and finish the concrete.
  3. The B subcontracts the concrete to a licensed C-8. The B coordinates the job and the C-8 does the pour.

A plain driveway or patio with no other trades works with the second or third way.

Why Homeowners Like One Contract

A B can bring in electrical, masonry, grading or landscape licensees as needed and answers to you for the whole job. That means one contract and one phone call, not five.

The Ten Foot Line in San Marcos

The city says the first ten feet or so from the curb is typically public right of way, and driveways, curb cuts and sidewalk replacement there need a ROW permit. Split a driveway job in two in your head. The part on your lot is ordinary flatwork. The part at the curb is city land.

The state says a Class A general engineering contractor does fixed works like roads, with the related earthwork and concrete. Some cities want an A for street work. We did not find a San Marcos page that names a class, so ask the city before you sign. See San Marcos city rules.

What to Ask a B Contractor

  • What is the license number? Look it up on the CSLB lookup, which lists every class held.
  • Do you hold C-8, or who is your C-8 sub?
  • What is the sub's license number?
  • Does the written contract name who does each part?

A Word on B-2

A B-2 Residential Remodeling license is for existing wood frame homes, needs at least three unrelated trades in one contract and does not list concrete as a trade. Do not treat a B-2 as a concrete license. The $1,000 small job rule also does not stretch to a real driveway. See how to check a contractor.

Questions

Can a B contractor build my San Marcos driveway?

Yes, when the B holds C-8 or hires a licensed C-8 to pour it. The B runs the job and you deal with one person.

Who does the work in the city right of way?

The city requires a ROW permit for driveway, curb cut and sidewalk work. Ask the city which license it wants, because the state names a Class A for fixed works like roads.

What should I get in writing from a B?

The license number, the classes it lists, the name and license of any C-8 sub, and a contract that says who does each part.
